Policies supporting efficiency and effectiveness of R&I systems

Research and innovation (R&I) are key determinants of economic competitiveness and growth as well as employment creation in Europe. Hence, European governments and enterprises are strongly investing in R&I. However, such R&D investments will be in vain if national R&I systems are not effective and efficient. Yet, there is still uncertainty about the determinants of effectiveness and efficiency of national R&I systems as well as about how to design policy measures to reach the desired outcomes. This study was designed to identify and analyse policies supporting the efficiency and effectiveness of national R&I systems. The study included comparative analyses of (1) national R&I systems and their efficiency and (2) the impact of policy reforms on national R&I systems and their effectiveness.
